COVID-19: President's message, Tokyo Tech policy, important information to all stakeholders (page updates to end on May 8, 2023)

Published: March 13, 2020

Following the government’s decision to downgrade the legal status of the novel coronavirus to Class 5 under the Infection Disease Act on May 8, 2023, the Tokyo Tech policy regarding COVID-19, described on this page, will also be abolished.
Accordingly, updates on this page, which have continued since publication began on March 6, 2020, will end on May 8, 2023.

President's message to the community

Tokyo Tech President Kazuya Masu sends his latest message to the community.

For the general public

The novel coronavirus outbreak is forcing Tokyo Tech to cancel, postpone, or otherwise alter various Institute-wide activities that affect all stakeholders of the Institute, including members of the general public.

While the Institute strives to keep all information up to date, please understand that sudden changes may occur due to the rapidly evolving situation.

Tokyo Tech policy (Updated on May 8)

The Tokyo Tech policy regarding the novel coronavirus is being revised regularly to realize a new education and research environment that is attuned to the new normal of the COVID-19 era. To respond to the constantly changing situation in a more timely and targeted manner, Tokyo Tech has divided its policy into 13 categories, each with its own response status.

Click on a relevant category below to view its current status, displayed in pale red. All status changes will be announced on this page.

  • 1. Work environment and lifestyle for education and research activities, administration, etc.Level 0

    Level 0
    Normal operations
    Level I
    • In addition to practicing the "new lifestyle" as advised by the Ministry of Health, Labour and Welfare(MHLW), ensure the following measures are taken.
      • Arrange workspaces such as laboratories, offices, and lecture rooms as follows:
        • - Ensure sufficient ventilation is maintained in the room. Keep ventilation fans turned on at the highest setting, and open windows frequently (keep entrance doors open in offices) regardless of whether or not there is a ventilation system.
        • - When more than one person stays in a room, maintain physical distance of two meters (at least one meter) as much as possible. When maintaining a safe distance is not possible due to facility restrictions (lecture rooms, student rooms, etc..), other preventive measures must be in place such as avoiding conversation while sitting directly across from each other.
        • - Based on the MHLW guidelines, individuals are expected to decide for themselves whether or not to wear a face mask in principle.
        • * Wearing a face mask is also encouraged for those with suspected COVID-19 symptoms who need to go out for essential reasons; when using public transportation to travel to or from campuses, especially during rush hour; when visiting hospitals or nursing homes; or when those with a higher risk of becoming severely ill with COVID-19 visit crowded places at a time when infections are increasing.
        • * Please pay due consideration and never insist that individuals wear or do not wear a face mask.
        • - Wash/sanitize your hands and fingers upon arrival on campus, and before entering and after leaving rooms.
      • If you have a fever, are not feeling well, or you or someone who you live with has been confirmed to have COVID-19 or is identified as a Close Contact, follow instructions from your local consultation center, primary care physician, etc.
      • While eating, avoid sitting directly across from each other and keep conversation to a minimum. As part of infection prevention, do not share food from the same plate, drinks from the same glass/bottle, etc.
        • - Eating outside is not prohibited, but you must follow the same instructions as those for eating inside, such as minimizing conversation while eating.
        • - Eating and drinking at restaurants, etc. off campus is allowed as long as the restaurants, etc. comply with the requirements of the relevant government or local authority.
        • - When a laboratory, extracurricular activity group, etc. holds a social gathering on campus, it must conform to the rules stipulated in section 11, “Gatherings and events.”
    Level II
In addition to Level I, please follow the instructions below:
    • Research groups are requested to share helpful information such as safe workspace settings, effective health checks, and examples of preventive measures specific to each research field, and to make efforts for improvements by checking with each other.
      • Persons in charge of research groups must monitor on-campus attendance and work activities of students, faculty, and staff and keep historical records to prepare for possible COVID-19 cases.
      • Take your temperature before coming to campuses, confirm you do not have a fever or health concerns, and report your condition to the supervisor in charge on the day (faculty member of the research group). The reported results of health checks must be kept by the reporting individual or someone in charge at the research group.
      • Each research group must have a non-contact thermometer ready so that they can check the temperature of individuals who forget to do so before coming to campus.
    • When business hours of restaurants and bars are shortened at the request of local governments, students, faculty, and staff must ensure that their schedules are managed properly to avoid dining, etc. after the shortened business hours.
    Level III
In addition to Level II, please follow the instructions below:
    • Deans and directors must regularly assess whether or not workspace settings, health-check routines, on-campus attendance, and work activities are appropriately managed in research groups performing research activities, etc. on campus.
    Level IV
No on-campus work (education, research, administration, etc.) is allowed.
  • 2. Classes and on-campus attendance (students not affiliated with laboratories)Level 0

    Level 0
    Level I
    • A combination of face-to-face and online classes is adopted. Students physically attend classes on campus, or remotely from lecture rooms or their own homes.
    • Provided that a desirable work environment and lifestyle including practice of the “new lifestyle” in section 1 is ensured, students are permitted to come to campuses as long as they have no signs of illness.
      • In order to maintain physical distancing on campus and to promote staggered commuting, students are encouraged to participate in online meetings and classes from their own homes.
      • In principle, students come to campuses to physically attend face-to-face classes. However, due consideration must be given to international students unable to come to Japan due to travel restrictions and students at higher risk of becoming severely ill with COVID-19 due to underlying health conditions.
      • On such occasions as in-person and simultaneously livestreamed events (e.g., lectures, orientation sessions) organized by Tokyo Tech, Schools, or Departments, students are encouraged to come to campuses and physically attend those events.
      • On campus, students are expected to take sufficient precautions against infection, including avoiding close contact with others and eating alone.
    Level II
    • Classes are delivered online in principle. However, those involving experiments, practical training, group work, etc. can be conducted face-to-face. Quarter-end exams can be conducted face-to-face if they were already arranged at a lower alert level.
      • In the event that local governments call for refraining from non-essential outings at night, instructors teaching classes scheduled for periods 7–8 or later should pay due consideration to attendees, so that they will arrive home by the time designated by the government.
    • Access to campuses is limited to students falling under either of the following. Other students are prohibited from coming to campuses in principle.
      • Students attending classes involving experiments, practical training, group work, etc.
      • Students attending quarter-end exams to be conducted face-to-face

      • Faculty or staff may request students to come to campuses if their physical presence is deemed essential. However, due consideration must be given to students’ decisions.
      • As an exception, students without satisfactory network connection at home are permitted to come to campuses to attend online classes or quarter-end exams remotely from a room on campus.
        • - Students must adhere to safety precautions during commuting or when on campus (e.g., practice hand hygiene, and maintain physical distancing, avoid loud conversation).
      • Students must take their temperature at home before coming to campuses. If it is clearly higher than the normal range, they are not permitted to come to campuses.
        • - Students should keep a record of their temperature checks (e.g., by taking photos of the temperature displayed on the thermometer with a smartphone). There may be cases in which they are asked to present this record.
    • Notwithstanding the above, on such occasions as in-person (and simultaneously livestreamed) events (e.g., orientation sessions) organized by and held with infection control measures in place by Tokyo Tech, Schools, or Departments, students are allowed to come to campuses and physically attend those events.
    Level III

Financial support for students

Classes continue to be conducted online to prevent the spread of the novel coronavirus. Tokyo Tech’s enhanced counseling services remain available for students concerned about their academic progress in this unsettling environment. For students who are struggling to fund their tuition and living expenses, the Institute continues to provide financial support through various channels such as the Team Tokyo Tech Student Support Program, which includes emergency loans and other forms of support for those in need.

Sharing our knowledge

Tokyo Tech has launched the Social Rebooting Technology Initiative and the Research Project for Overcoming Coronavirus Disasters to contribute to overcoming the serious impact on society caused by COVID-19. A joint research Coronavirus Task Force, cofounded by researchers of Tokyo Tech and other institutions, has also been established in collaboration with six other Japanese universities and the National Center for Global Health and Medicine. While summarizing and sharing its research findings, published papers, and press releases, the Institute continues to make full use of its knowledge to help overcome COVID-19.

DLab connects during COVID-19

Most of Tokyo Tech's approximately 1,000 researchers are still at home, but the Laboratory for Design of Social Innovation in Global Networks (DLab) has created an online interview series to keep the community connected. The researchers talk about how they are responding the COVID-19 situation and offer advice to students during this challenging time.
